Deduct Meter Policy Info
In calculating sewage bills which are determined on the basis of water consumption, the PTSA will allow customers the privilege of receiving a deduction in water consumption for water not discharged in to the Public Sanitary Sewer System provided the following conditions and requirements are satisfied:
1. Only water consumed by the customer and not required to be discharged into the Public Sanitary Sewer System may be
deducted from the customer's water consumption.
2. No amount of deduction in water consumption shall be permitted which would reduce the customer's water consumption
to an amount which is less than the minimum water consumption amounts established by the Authority pursuant to its
Sewer Rastes Resolution.
3. The volume of water not being discharged into the Public Sanitary Sewer System shall be metered by a meter approved
by the Authority. The customer shall be responsible for the payment of all costs and expenses incurred in connection
with the purchase and installation of the meter.
4. The Authority shall have the right to enter into and upon the customer's property to inspect the meter after its installation
for the purpose of confirming that the meter is of a type approved by the Authority and is properly installed and
operating, that the water being metered is not discharging into the Public Sanitary Sewer System and that such water is
not required to be discharged into the Public Sanitary Sewer System. Thereafter, no change in the type, location, or
installation of the meter shall occur without immediate notice to the Authority.
5. The Authority shall have the continuing right upon reasonable notice to the customer to enter into and upon the
customer's property to inspect the meter to confirm that it remains in compliance with this policy and the meter readings
are accurate.
6. A) The customer shall certify to the Authority in writing on a quarterly basis the meter reading. The certification shall be
on a form provided by the Authority. A good reminder is when you receive your water bill, send in your Deduct Meter
Reading card.
B) A customer who fails to submit to the Authority a written certification of water consumption for a period of time in
excess of 2 consecutive quarters shall be deemed to have waived, surrendered, and forfeited the privilege of receiving a
deduction in water consumption. Therefore, the privilege may be reinstated only upon request of the customer and the
payment to the Authority by the customer of a meter re-inspection fee in the amount of $20.00. Upon reinstatement, any
deduction in water consumption shall be based upon water discharged through the meter after the date of such
inspection and shall be applied to the billing period next following receipt of the customer's water read certification.
7. Upon receipt of each certification of meter reading, the Authority shall determine the volume of water which was
discharged through the meter since the last certification and, in determining the customer's sewage bill to be issued next
following receipt of the certification of meter reading, enter a corresponding deduction in the customer's water
consumption for that billing period; subject, however, to the following limitations and restrictions:
A) In no event shall the amount of the deduction in water consumption exceed the actual amount of water consumed by
the customer during the billing period for which the deduction is to be entered.
B) In the event the amount of the deduction in water consumption exceeds the actual amount of water consumed by the
customer during that billing period, the customer's bill shall be based upon the minimum consumption provisions of the
Sewer Rates Resolution.
C) In the event the amount of deduction in water consumption exceeds the actual amount of water consumed by the
customer during that billing period, the amount in excess shall, subject to provisions of Subparagraph D hereof, be
forfeited and shall not be applied to reduce the customer's water consumption during any other prior or subsequent
billing period.
D) In the event the customer's sewage bill is determined based upon an estimated water read rather than an actual
water read and the amount of the deduction in water consumption exceeds the estimated amount of water consumed by
the customer during that billing period, the amount of excess shall not be forfeited but rather shall be applied to reduce
the customer's water consumption, subject to the minimum consumption provisions of Paragraph 3 hereof, until either
the excess amount is exhausted or an actual meter read occurs . Upon receipt of the actual read, the customer's
sewage bill shall be determined in accordance with the provisions of Subparagraph B and C hereof.
E) Should an event or situation occur relative to a metered deduction in water consumption which is not addressed in
this Policy, the Authority Manager is hereby authorized to resolve the matter in a reasonable manner consistent with the
provisions of this Policy. Any such resolution shall thereafter be consistently applied to similar events or situations. Any
customer dissatisfied with the resolution proposed by the Authority Manager may request the matter be determined by
the Board.
