About Us

The Penn Township Sewage Authority (PTSA) is an operating authority which was created in 1956 by Ordinance of the Township of Penn under the Pennsylvania Municipal Authorities Act, as supplemented and amended. PTSA was created for the purpose of constructing and operating a sanitary sewage system for the collection and disposal of wastewater within the Township of Penn, Westmoreland County. All (5) five members of the PTSA Board are appointed at large by the Penn Township Board of Commissioners, for a term of (5) five years. Although PTSA was established by the Penn Township Board of Commissioners, the Township exercises no oversight responsibility and has no accountability for PTSA's fiscal matters. The PTSA Board makes all policy determinations through the enactment of resolutions, and has the final authority in the implementation of these policies. The Board is responsible for the general supervision of the sanitary sewer system; determines how PTSA will obtain and spend funds; and approves the annual budget. The Board also appoints the Manager, Legal Counsel, and Engineer.

PTSA currently provides sanitary sewer services to approximately 5,724 customers throughout Penn Township. Our collection and conveyance system consists of 83 miles of sanitary sewer lines and 17 pumping stations. PTSA does not operate a treatment plant, and thus, wastewater treatment services are provided by Alcosan, Western Westmoreland Municipal Authority, and Jeannette Sanitary Authority. PTSA is constantly faced with a complex environment of increasing regulatory controls, escalating costs, and expanded needs for sanitary sewer service. As our service area has grown and changed over the past 50 years, we have continued to strive to meet the changing needs of our community.

 

PTSA maintains a staff consisting of (3) three office clerks, (5) five field workers, (1) one Field Supervisor, and a Manager. The PTSA Manager oversees the overall day-to-day operation of the Authority. The staff, including the Field Supervisor report directly to the Manager. Regular monthly meetings are held on the third Tuesday of every month beginning at 7:30PM. The public is encouraged to attend and address any questions or concerns you may have.
